You mean someone who’s trying to learn to MAKE art? Or someone who likes going to galleries and stuff? I’ll assume the former.
My best recommendation, without knowing your particular area of interest, is to just draw a whole lot, which I know sounds like a lame, pat answer, but it’s true! Draw as much as you can from life. Get a sketchbook and fill it up, and draw everything, but especially the stuff you’re bad at. If you’re interested in doing comics, you’ll constantly find yourself in situations where you have to draw stuff you don’t normally like to draw — in my case, cars and other mechanical things — and make it look convincing.
Also, don’t be afraid to suck! Because if you’re not terribly experienced at art, you will suck at first. Don’t wait until you’re “good enough” to start a project you wanna do because working on that project will make you improve much faster than just sitting around and wishing you could make the pretty pictures. It’s a trap lots of artists fall into, myself included.
